Will a charcoal filter remove calcium and magnesium from water?

No. Charcoal uses a chemical reaction to remove odors from water. And, activated carbon includes other chemicals for removing things like ammonia and bromides (especially for fish tanks). The magnesium and calcium ions are small enough that they just pass through the charcoal filter.
